The United Nations Convention on the Law of the Sea provides under paragraphs 7 and 8 of Article 76 that the coastal State shall delineate the outer limits of its continental shelf. It further establishes that information on the limits of the continental shelf beyond 200 nautical miles from the baselines from which the breadth of the territorial sea is measured shall be submitted by the coastal State to the United Nations, specifically to the Commission on the Limits of the Continental Shelf. The CSEP's (Continental Shelf Extension Project) scope is to gather scientific information in order to delineate the outer limits of the Portuguese continental shelf and use this information to prepare, submit and discuss, in conjunction with the Commission on the Limits of the Continental Shelf, the Portuguese proposal for the extension of its continental shelf.
